Panoli’s GIDC estate sits about seven kilometres from Ankleshwar in Bharuch district, covering roughly a thousand to eleven hundred hectares depending on which land measure you take. TERI’s 2012 profile recorded more than 300 units in the estate of which about 120 were small and medium chemical manufacturers, and the industry association had around 225 members at that time.

In practice Panoli is where Ankleshwar chemistry goes when Ankleshwar is full, which makes it worth quoting alongside rather than instead of its larger neighbour.
The effluent system is the thing to understand about Panoli. Panoli Enviro Technology, incorporated in 1998 as a sister company of Narmada Clean Tech, treats member effluent and passes it on to the same final treatment plant and the same deep-sea outfall at Kantiyajal that serves Ankleshwar and Jhagadia. Small units historically send effluent by road tanker rather than pipeline, which is a handling difference worth asking about.
