About the Dahej cluster
Dahej is not an estate in the sense the others are. It is a petroleum, chemicals and petrochemicals investment region of about 453 square kilometres, notified in 2009, containing a GIDC estate, a special economic zone run jointly by GIDC and ONGC, and a working deep-water port. It was planned as a coastal chemical region rather than grown as one.
The chemistry is correspondingly large in scale: petrochemicals and polymers, chlor-alkali and bulk inorganics, fluorochemicals, fertilizers, and downstream dye intermediates, agrochemicals and pharmaceutical intermediates. Bharuch district as a whole accounts for roughly 19 per cent of India’s chemical exports, and Dahej is the part of it built to ship.
What Dahej has that no other cluster in this list has is its own port infrastructure: a liquid chemical terminal, a solid cargo terminal operating since 2010, India’s largest single-location liquefied natural gas terminal, and captive jetties and tank farms. If your toll campaign starts with imported feedstock or ends in an export tanker, that changes the economics more than the processing rate does.

Ankleshwar, Panoli and Jhagadia inland are where the smaller batch work sits, and Dahej is where the scale and the port are. - No. Dahej does not appear on the CPCB critically polluted area list and has no environmental pollution index action plan, unlike Ankleshwar, Vapi and Vatva. That is the sharpest regulatory difference between Dahej and the inland Gujarat clusters, and it means expansions and product-mix changes are not subject to the conditions that apply there.
- What makes Dahej different from the other Gujarat chemical clusters?
- The port. Dahej has a liquid chemical terminal, a solid cargo terminal, an LNG terminal and captive jetties on site, inside a planned investment region of about 453 square kilometres. The other clusters truck their material to Dahej or Hazira. If your campaign involves imported feedstock or bulk export, Dahej removes a leg of road transport.
- Is Dahej suitable for small toll manufacturing campaigns?
- Usually not. Dahej was developed around large continuous and semi-continuous plants and special economic zone units, so the small multi-purpose batch bench that Ankleshwar, Vapi and Vatva have is thin here. For a few hundred kilograms or a single reactor campaign, look inland first.
- What is the difference between the Dahej SEZ and the GIDC estate?
- The special economic zone is a separately notified area run by a joint venture of GIDC and ONGC, with its own customs and duty treatment aimed at export production. The GIDC estate and the wider investment region are domestic tariff area. Which one your toll manufacturer sits in changes the paperwork on every movement of your material.
